United Nations Security Council Backs Donald Trump's Gaza Initiative
A UN Security Council has voted to endorse measures advanced by Donald Trump for achieving a long-term stability in the Gaza Strip, encompassing the stationing of an international stabilisation force and a potential path to a sovereign Palestinian state.
Unanimous Approval with Notable Abstentions
The proposal was passed by a count of 13-0, with Russia and China declining to cast votes. America's representative the US ambassador addressed the council chamber that it set “a different path in the region for the conflicting parties and all the people of the region alike”.
Balanced Language on Palestinian Statehood
Incorporation of references to an independent Palestine was the price the United States paid for endorsement from the Arab states, who are expected to provide peacekeepers for the international stabilisation force (ISF).
“The transitional arrangements that we begin today must be carried out in accordance with global standards and honoring Palestinian rights,” Britain's representative declared.
Israeli Objection Continues
Nevertheless, on the brink of the resolution approval, leader Netanyahu reaffirmed his administration's firm resistance to the creation of a Palestinian state, casting doubt on whether Israel will permit the enactment of the UN-mandated proposals.
Central Components of the Resolution
- Swift elimination of remaining curbs on relief supplies into Gaza
- Creation of an international stabilisation force
- Steps toward restoration and a eventual “route to Palestinian self-determination and nationhood”
Vague Phrasing and Conditions
The mention to sovereignty was a compromise addition to an original American proposal which omitted it. But the phrasing is ambiguous and dependent, stating only that once the Palestinian Authority has undergone changes and the reconstruction of the territory is under way, “the circumstances may ultimately be in readiness for a realistic route to Palestinian independence and statehood.”
Worldwide Feedback
The phrasing fell far short of the strong guarantee to the establishment of a independent Palestinian entity alongside Israel desired by Arab and Islamic states, as well as European delegates, but in statements to the chamber after the approval, envoys from those states said they were prepared to accept the settlement in the benefit of continuing the current truce and prompt actions to provide for and safeguard the over two million Palestinians in the strip.
“Algeria has finally decided to support of this document, a text that we support its main goal, namely the maintenance of the truce and the formation of circumstances enabling the Palestinians to claim their fundamental rights to independence and statehood,” Algeria's representative stated.
Practical Difficulties
The proposal gives comprehensive monitoring control to a “stabilisation committee” headed by Donald Trump, but of undefined composition. The group has to report to the international body but it is not required to follow the preferences of the United Nations or by the Palestinian leadership.
Additionally, it requires the establishment of a expert Palestinian panel that is tasked with overseeing daily administration of the Gaza and the distribution of aid, but it is highly uncertain who would take part.
Peacekeeping Unit Authority
The authority of the international stabilisation force gives it authority to remove and dissolve militant organizations in Gaza, but it is far from clear that possible sending countries would agree to attempt to engage such factions. No country has to date committed itself to sending peacekeepers.
Moreover the standards for reform of the Palestinian Authority, the requirement towards moves to a sovereign Palestinian, have been unclear.
European officials said they deemed it necessary that the identities of the Palestinian technocratic committee to provide utilities was determined as quickly as possible.
